The scandal over fraudulent residential and expense claims by Senators such as Duffy and Wallin has led to the resignation of Senators Duffy and Wallin from the Conservative caucus and the payment of Duffy's fraudulent residential allowance claims by the PM's Chief of Staff Nigel Wright has led to Mr. Wright's resignation. Mr. Harper has previously praised Mr. Duffy for paying back the amount he should not have claimed and has defended Ms Wallin's expense claims. Mr. Harper is accountable for Mr. Wright's actions and for the attempts to cover up this scandal. In doing so he has failed to discharge his ethical and constitutional responsibilities. Accordingly the only appropriate course of action is for him is to resign as Conservative leader and step down as Prime Minister. When will NAFO seriously take conservation and rebuilding measures and impose a moratorium on ALL NAFO fisheries operations on the Nose and Tail of the Grand Banks. To give the straddling fisheries in that area any hope of recovery NAFO must take the same measures Canadian fishermen have had to endure for the last TWENTY years. During that period we have lost 15 percent of our fishing population (80,000) to seek employment out of the Province and with them the loss of 30,000 jobs resulting from the fisheries collapse caused by NAFO overfishing and DFO mismanagement. The NAFO propaganda contained in recent press releases will undoubtedly be acceptable to some. The recent WWF report, supporting this toothless organization, is dead wrong and will not be taken seriously by most NLERS. People with real knowledge of the history of our fisheries between 1949 and 2011 will know the vast difference between truth and fantasy concerning NAFO fisheries management. It appears the WWF is insulated from the real world of fisheries on the straddling stocks of the Grand Banks.

I was shocked this week by the deaths of two men. One, Jack Layton, was a great Canadian whose passing stirred a great outpouring of grief across the country from all Canadians. Today we saw the funeral for Jack which was a fitting celebration of his life and accomplishments. He had a vision of a better Canada, a dream that we have been urged to pursue with passion and vigour. Thank you, Jack. I was also saddened to hear of the death of a personal friend, Marty Bergmann. Twelve people, including Martin Bergmann, died when First Air flight 6560 crashed near Resolute Bay's airport in Nunavut. Marty, from Winnipeg, was on the Boeing 737 when it slammed into a hill while trying to land at Resolute Bay just before 1 p.m. on Saturday, Aug. 20. He was the director of Canada's Polar Continental Shelf Project in Resolute. I knew Marty while I was an ADM at DFO and had enormous respect for his talents, dedication and enthusiam for research in Canada's Arctic. In 1998 I accompanied Marty and former Minister David Anderson on the icebreaker the Louis St. Laurent in Canada's Arctic. My thoughts and best wishes go out to his wife Sheila and their four children as they cope with this great loss.
